    "content": "Kshs300 million had been released to the hospital. The balance that remained was due to the late disbursement by the National Treasury. By the last week of the financial year, the balance had been processed, but the county was frustrated by the Integrated Financial Management Information System (IFMIS) network challenges during the year end closing and delayed the approval of transfer of funds by the Controller of Budget.
