    "content": "Mr. Temporary Chairman, Sir, I beg to move:- THAT, the Bill be amended by inserting the following new clause immediately after Clause 12- 12A. (1) Each party shall have a different lawyer and the agreement shall be witnessed by different persons to protect each party's interest. (2) Any legal fees to the surrogate mother shall be paid by the commissioning parents. (3) Before the signing of the surrogacy agreement, the parties and their respective lawyers shall be present at the signing of the informed consent in the presence of a qualified medical practitioner, who shall explain to the parties the implications of the surrogacy agreement. Mr. Temporary Chairman, Sir, this is to ensure that all parties pay their legal fees and the surrogate mothers have the fees provided for by the commissioning parents."
