    "content": "Mr. Temporary Speaker, Sir, thank you for giving me the opportunity. I want to thank the Mover of the Bill who is my friend. However, on this, we are not friends. I do not support the Bill with reasons. This Bill will bring challenges in terms of continuity of service delivery in the county governments. As my able Senate Deputy Minority Leader said, institutional memory will be lost. For us to protect the institutional memory, we should not tamper with the staff working for county governments, including administrators. I do not agree with the Bill simply because it will bring a lot of challenges and deny the marginalized groups, including people with disabilities, employment opportunities.
