    "content": "Mr. Deputy Speaker, Sir, if there are cases of sabotage, the institutions have been warned that the law will catch up with them. In fact, if theft of chicken or livestock is punished very heavily, I am inclined to think that even this can be applied to theft of fibre. As for the banning of copper exports, the law is very clear. The export of copper wires is prohibited under the law. Nobody is exporting them unless they are doing so illegally. Fibre optic is not copper; it has no resale value. So, there might be an element of sabotage. However, we need to come up with stiffer punishment, so that people do not destroy our infrastructure."
