    "content": "Mr. Temporary Speaker, Sir, first, I thank the Mover of this Amendment Bill, Sen. (Prof.) Lonyangapuo. When I was at the university, he was already a renowned professor. In that university, I was leading students as a Secretary General and Sen. (Prof.) Lonyangapuo later on led the institution. So, at times when I am in doubt between the Constitution and Sen. (Prof.) Lonyangapuo, I tend to trust him more because he is older than the Constitution. In this particular matter that the Sen. (Prof.) Lonyangapuo has brought before us, let me make it very clear to county administrators who are following this debate because I have received many comments, texts and whatsapp messages that county administrators are following this debate keenly. When a Bill is presented to this House, it can be rejected in totality or accepted with amendments. When my colleagues support the Bill but propose amendments, it is in order. It does not defeat what the expectations of the county administrators are. I personally support this Bill but with amendments. Allow me to mention the areas that I support and the areas that I believe we can do better. One of the key things that the debate on this Bill has missed, particularly within the media and also in the circles of the leadership of our counties--- I saw there was a gathering at Bomas of Kenya. I am not sure how that grand event was funded. It is not easy to bring all ward and sub-county administrators to Nairobi City County. Someone must foot that budget. All the same, the debate there missed a significant point that is being advanced by Sen. (Prof.) Lonyangapuo, that, we must have minimum academic requirements for these positions. Mr. Temporary Speaker, Sir, Sen.
