    "content": "Mr. Speaker, Sir, this is in response to a statement by Sen. Njoroge. I believe that he went through the statement a while ago. In response, I would like to say that Article 246(3)(a) of the Constitution states that:- “(3) The Commission shall— ( a ) recruit and appoint persons to hold or act in offices in the service, confirm appointments and determine promotions and transfers within the National Police Service” Recruitment is, therefore, a function of the National Police Service Commission (NPSC).
