There was an argument by employers that there is no way of verifying that someone wants to adopt a child. When you are pregnant, for biological mothers, it is evident, but for adoption you have to give something legally to show that you will adopt a child. That is why we are providing for the exit certificate. Already the process is complete and employees can justify that to their employers, so as to qualify for the leave, so that it is not abused."
