    "content": "Thank you, Hon. Temporary Deputy Speaker, for giving me the opportunity to contribute to this very important Bill. At the outset, I want to say that our county assemblies are important structures in the devolved system, which resulted from the enactment of our new Constitution in 2010. Kenyans decided to adopt a devolved system of Government. This means Kenyans wanted certain powers to be given to the county assemblies across the country, so that they can enjoy their lives and citizenry better than before."
