    "content": "The other issue I want to talk about is the issue of broadcasting and powers to handle information freely. In Garissa County, the county assembly demanded for information from a certain member of the CEC, and he was not willing to give it. The county assembly was left helpless because this law was not in place. With this law in place, the county assemblies will be empowered and any information within them will be considered confidential and not easily accessed until the time when they so wish to make it public."
