    "content": "This Bill has more to do with members of the county assemblies themselves more than the strangers. Therefore, it will even regulate the behavioural temperament in the house and committee proceedings to avoid instances that have been cited before by my colleagues, and that were happening during the time of the county councils. Hon. Member should really be guided by this Bill and stop being emotional and personal in the affairs of the house and of the committees."
