"content": "Thank you, Hon. Temporary Deputy Speaker. I would like to talk about three or four areas of this Bill. The Constitution has given the national Government and the counties very specific roles. Most of the roles given to the counties are “bread and butter roles,” those that touch on the common mwananchi on the ground; Agriculture, water, health and roads; issues that wananchi face on a daily basis. I believe that the wisdom behind devolution was not that we are only going to rely on the national Government to allocate 15 per cent to the counties, but was to see how particular counties were going to exploit available natural resources in their areas to develop two things."
