    "content": "Firstly, to generate money to the county and secondly and more importantly, to generate jobs for our youths. Unfortunately, this has not been very well actualized mainly because the county governments, as we chose to name them in 2013, through the Members of the County Assemblies (MCAs), did not know their roles. This Bill is going to let them know what their roles are. I would like them from then onwards to be able to generate legislation that can look at how the counties can generate revenue and create jobs."
