    "content": "As I conclude, let me laud the Senate for coming up with this Bill. I would like to make an appeal to all Kenyans. Let us make sure that during the next elections we elect MCAs who have the capacity to perform their duties effectively, in terms of education. We should elect people who have the capacity in the various fields, so that they can legislate on matters that affect the people. They should be people who can stand up to the governors and ensure that our people enjoy the fruits of devolution. With those few remarks, I support this Bill."
