    "content": "These privileges are good, but their latent implication is that they have elevated the bar on who qualifies to be a MCA. I know we have had arguments here, including with my good friend, the Leader of the Majority Party, on the standards of education required for MCAs. If we pass this law the way it is, then definitely, it will trigger a re-examination of the qualifications that one needs to have to become a MCA. The roles of the MCAs are good. They are provided for in our supreme law. We cannot wish them away. As we go to the Committee of the whole House, let us ask ourselves the implications of this Bill with regard to the overall roles of the MCAs, be it oversight, legislation or representation. Are we not raising the bar? If we raise the bar in the powers and privileges we give them, should we also raise the bar in the kind of responsibilities we expect from them?"
