    "content": "We can also use these elders on development matters because they can be identified. There is a proposal in the functions of the national Government where we need to identify development projects to be done by the national Government. This is normally done through the DCCs, which cannot know where the problems are unless they use assistant chiefs and, of course, village elders. These people know where it pinches. They know where the problems are among the locals. We can also use them on development issues."
