    "content": "effectively provide these services and take these services closer to the people? They need to be comfortable and they need to be supported by the Government. Being at the lowest level of national Government administration I have seen that county governments are actually employing what they call “village administrators” and these men and women will be on their payroll. They will be paid salaries. So, village elders are actually the face of national Government at the very lowest level of national Government administration. We must recognize them and I think it is important that the village elders; the Lugurus are appreciated. The work they do must be acknowledged and some kind of salary should be provided so that they can live a comfortable life. Their children need to be educated and taken to the university like any other child because they have at least some salary. Thank you, Madam Temporary Deputy Speaker, for the opportunity. I support this Motion."
