    "content": "I want to plead with you, with all humility, to find any legal reason beyond any reasonable doubt that a committee of this House can exist on its own, and that other jurisdictions can or cannot use that particular option that is open to the whips where systems fail to work. If you take away that particular tool, then I do not see any reason for us to have the Standing Orders and the divide that we have in the House. The reason of quorum is not enough to call a gathering of Members of this House a committee. Standing Order No. 173 stipulates how a committee of this House is constituted.
