    "content": "Thank you, Hon. Deputy Speaker. Let me say the following on the issue raised by Hon. Midiwo. I am a Member of the Departmental Committee on Justice and Legal Affairs. We are discussing a very serious issue. It is in the mind of every Kenyan. The situation we face now was created by the Coalition for Reforms and Democracy (CORD). The coalition withdrew its membership from the Committee. The business of the Departmental Committee on Justice and Legal Affairs cannot be suspended simply because CORD withdrew its membership. The quorum for any Committee to proceed with its business is nine. In that Committee, we were discussing a Petition that was brought to this House by a Kenyan. The Report that has been tabled before the House is one that was considered by the Committee which, in my considered view, was duly constituted in terms of the quorum that was established. For CORD to purport to give the impression that the Committee was not properly constituted is, in my view, incorrect. As you make your ruling on this particular matter, I want you to look at the Standing Orders. Our Standing Orders are based on the Constitution of this country. The Departmental Committee on Justice and Legal Affairs, with 18 Hon. Members who remained after CORD withdrew its membership, is legally constituted, in my considered view as a lawyer. We should not play to the public gallery. I want Hon. Midiwo to listen to me. Hon. Midiwo is trying to show that there is a serious crisis in this country by saying that what we did as the Departmental Committee on Justice and The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor."
