    "content": "The Defence Cooperation Agreement does not propose any amendments to our Constitution. This is most welcome because that would have been a very steep hill to climb. In terms of national security interests, the Defence Cooperation Agreement provides for joint training and exchange of experience and intelligence. This will increase the capacity of the KDF to deliver its constitutional mandate. The Defence Cooperation Agreement requires Kenya to cooperate with the United Kingdom in training, mutual visits and intelligence information exchange. Kenya is further obliged to comply with the provisions of the Defence Cooperation Agreement, which outlines the instances under which the host nation or the sending nation may exercise criminal jurisdiction over visiting forces. With regard to the requirements for implementation of the Defence Cooperation Agreement, the Ministry of Defence will be required to nominate, at least, two senior officers, not below the rank of Colonel and, at least, two senior civilian Government officers to the Intergovernmental Liaison Office. This office is a new creation of the Defence Cooperation Agreement. It is an instrument which allows for dispute resolution, which was not there before. It is a welcome addition to this arrangement. The policy and legislative implications of this agreement would be implemented in accordance with the existing domestic legislation and no new policy or legislative interventions are required in the implementation of the Defence Cooperation Agreement."
