Chris Wamalwa, is a PhD holder, a lecturer at the University of Nairobi, an erudite man and a Member of this House. He has come to the Floor to mislead the nation that this treaty has already been ratified. He needs to go back to school to learn the meaning of “ratification”. We are here trying to ratify the agreement. It has not been ratified. There was an MOU. This is the first time in the history of independent Kenya that we have a proper Defence Cooperation Agreement, subject to the Constitution of the Republic of Kenya, 2010."
