"content": "As a result of their training exercises, we have accidents, rape cases and the perpetrators are not tried by our laws. They want to use their UK law. In Kenya, the Constitution of Kenya takes precedence. The sovereign power belongs to the people of Kenya. It does not matter where one comes from. These are our concerns. That is why we need to amend the Treaty Making and Ratification Act, so that we do not just pass laws with reservations. Once that is done, the law can be implemented. This was also alluded to by the Committee on Regional Integration which is chaired by Hon. (Ms.) Kajuju. Many things are being passed here, but Parliament is being used as a rubberstamp. Article 1 of the Constitution talks about the sovereign power of this nation as belonging to the citizens. It can be exercised by the citizens directly or indirectly through the democratically elected representatives who are in this House.
