    "content": "Thank you, Hon. Temporary Deputy Speaker. Allow me to support this Report. This is a very important document. I draw your attention to Article 2(6) of the Constitution which provides that any treaty that is ratified by Kenya will be part of Kenyan Law. The effect of that is once we ratify this agreement it will become part of our Kenyan law. Therefore, if you were to look at Article 2(6) of the Constitution, what we are discussing here is like an enactment of a new law."
