    "content": "Mr. Deputy Speaker, Sir, for the last couple of years or so, a lot of money has been allocated to both the Ministry of Water and Irrigation and the Ministry of Agriculture. We have not seen different responses in the way we mitigate failure of rainfall. It is not enough for the Government to allocate money without monitoring and ensuring that, that money is used for the intended purposes. We should not be suffering in the way Kenyans are suffering almost ten years after the water sector reforms started. It is time we saw the allocation of money per county with affirmative action on the counties that need water infrastructure more than others, so that we are able to take advantage of rainfall when it happens and mitigate effects of drought. I remember there was serious flooding in Turkana and most of the affected areas now, but we were not able to harness that water for use at this time."
