Members, I wish to report to the House that during its sitting held on Tuesday, July 19, 2016, the HBC was drawn to concerns raised by various Members regarding possession of firearms and other offensive weapons in the Chamber. In this regard, I wish to draw the attention of the House to the provisions of Standing Order No.100, which states and I quote:- “No Member shall bring a firearm or any offensive weapon into the Chamber and any such weapon must be deposited with the Serjeant-at-Arms for safe custody before entering the Chamber, and collected at the time of leaving the Chamber.” This provision is echoed in Rule Number 16 of the National Assembly Speaker’s Rules, which also prohibit admission of strangers carrying firearms and offensive weapons into the precincts of Parliament.
