    "content": "Thank you, Hon. Speaker. I rise to make a comment on the issues of Bills getting into the House that have been discussed. We have raised that on Bills and Reports. I am particularly concerned about the amendment to the Banking Act, 2015. The Bill came in the Order Paper this week and again was not discussed because, apparently somebody was not ready. This Bill attempts to cap the bank interest rates. There was history in this House even before I came that every time there is a Bill that attempts to cap the interests rates in this country, those Bills do not seem to go anywhere. Hon. Midiwo had such a Bill that came into this House. Hon. Donde too had his. This is by Hon. Jude Njomo and from what we see, this Bill may never come to the table yet interest rates in this country are so high that people cannot do business. We have just heard a statement from the Leader of the Majority Party about market forces not responding to the laws in the country.
