"content": "Hon. Speaker, this is one of those new things which we are confronted with. It is pretty clear. Listening to the Chair, the Committee has tabled a Report that rejects the Senate Bill. The only anomaly is that the Chair opposes it. That is the only part that needs to be withdrawn. The net result is that the Report before the House is negatived. By way of procedure, it has to be seconded because it is a Report. Unless we disagree with the Committee, it may be wise to put it to a vote. If we agree with the Committee, it is procedural for it to be seconded because it is a Report before the House. He has moved it, but should withdraw his opposition. Two negatives make a positive. If he opposes, then it means that he is opposing the report of the Committee. That is the import. The Committee Report is being seconded. The Chair cannot oppose his own Report."
