Speaker, it is on this ground that three members of the Selection Panel will be appointed by the PSC and in their process of recruitment of the three relevant persons, they are enshrined to observe the constitutional provisions and legislation with regard to Public Service. That is to uphold the principles of competitiveness, professionalism, equity and the face of Kenya. All those principles, including professional competence and compliance with Chapter Six of the Constitution are principles that have been outlined clearly in the Constitution. We have also enacted the values and principles of Public Service that are to apply to all those who are going to serve in the Public Service including a criterion for qualification for appointment to the Selection Panel."
