He is wondering who controls an institution like the PSC implying it is being controlled possibly by another institution, most probably the Executive. Is it in order? Is he not misleading the House given that the Constitution even grants this National Assembly a stake in controlling appointments to the PSC through the approval process? That institution, by the establishment of the Constitution, is set up as an independent institution. Is he in order to imply that it is subject to control by the Executive when the Constitution is straight and quite clear?"
