    "content": "Hon. Speaker, I support this Bill because it is my legislative function as a Member for Garissa Township Constituency. I have been given the powers to amend, reject and agree with the Departmental Committee on Justice and Legal Affairs. The genesis of this Bill is because there is a lacuna in law. In the unlikely event, unfortunately, one commissioner of IEBC passes on or resigns, the law is silent. Parliament will be under obligation."
