    "content": "Mr. Deputy Speaker, Sir, I also want to concur with the sentiments expressed by Members of Parliament that we, as a country, should not be acting in panic year in, year out. The frequency of drought in this country has been more prevalent in recent times. We need to come up with a marshal plan when handling the issue of drought so that we deal with it in a manner which can mitigate the suffering of both human beings and livestock."
