    "content": "Mr. Deputy Speaker, Sir, I also concur with Mr. Yakub’s sentiments that we have Tana River, Athi River and Dawa River, which drain their water into the sea without being utilised to benefit the people and livestock. I thought the defunct Interim Independence Boundaries Review Commission (IIBRC) would look into the issue of placing Northern Kenya three kilometres from Tana River because people do not do farming on the eastern side of the river. They only farm on the western side of it. We need to irrigate that area so that people from the Coast and those from Northern Kenya can benefit from the irrigation."
