    "content": "works. The level of interest rates is not making devolution work. It is stifling devolution. The counties would have been places where we would have created employment, but all the money finds its way back to the banks. So, I want to encourage the President not to listen to the banks and to know that we have called the banks, but they have refused to come. Tomorrow, let Kenyans wake up to regulated interest rates so that people can stop paying unnecessary monies that they could use to further grow this economy. I thank you, Hon.
