    "content": "Because you purport to be rising under Standing Order No.17, if you read it carefully, there is nowhere written that the Speaker, as the appointing authority will come to move a Motion here. The Speaker is at liberty to appoint the Leader of the Majority Party who is also the Chair of the Committee on Selection to move a Motion on his behalf. The appointment is made by the Speaker in consultation. The only requirement is: “In consultation with the parties.” I confirm that he has been in consultation with yourself, Hon. Nyenze, and Hon. Mwadeghu for nearly the last four months with regard to your preferences. In the event it has become impossible for the party from which Hon. T.J. Kajwang’ is from, who was discharged by myself, to provide me an alternative, the Speaker has, therefore, determined that the party or the leadership thereof is not keen to provide a preference. Given the fact that the Standing Orders provide for four Members of the Chairman’s Panel, and also granted that I have to consider all the parties represented here, two of the Members of the panel are from the minority coalition. The only thing I needed to consider from that coalition is whether the Member is to come from the Orange Democratic Movement (ODM), Forum for Restoration of Democracy-Kenya, (FORD-K) or the Wiper Democratic Movement (WDM). Fortunately, WDM is already represented in the panel by Hon. Jessicah Mbalu. I also considered, for avoidance of doubt that the ODM is the senior partner in that arrangement and The electronic version of the Official Hansard Report is for information purposesonly.
