    "content": "Let me now go to the beginning. I support this Bill from the Senate, but I have some reservations. One of them is that this Bill has not come out very clearly to talk about the face of the county. Kakamega County, where I come from, has 12 sub-counties. It is completely cosmopolitan, but most employees come from just one area where the governor comes from. Certain sub-counties do not have even a single employee in the county hierarchy. I wish this Bill looks at that.
