    "content": "I agree the aspect of advertisement has been captured in the Bill, but advertisements need to be in the papers. Again, quoting Kakamega County, most of the advertisements are online, which is okay. That is the direction the country is going, but we have not quite reached there. It should be very clear that the advertisements should be placed in the newspapers with a wide circulation, so that we can attract people from far and wide within the county and the country."
