    "content": "Finally, let me touch on qualifications and experience. It is good that it has come out. We need to emphasise very seriously that the people who have been put in these positions do not qualify. If you look at some professional dockets like health, I find it very sad that we have an employee in health with very little or no knowledge of what health entails. They walk around harassing doctors, nurses and other workers who are highly qualified yet they know very little about health. This also happens in areas like roads and finance where we need people with qualifications not only to serve in those areas, but also to have enough experience to look at long-term projects that have a long-term impact in the county."
