    "content": "Thank you, Hon. Temporary Deputy Speaker, for the opportunity to support this Bill. This is one of the Bills which should have come when devolution was set in place. Unfortunately, instead of Senators playing their role according to the Constitution, they spent most of their time on supremacy wars with the National Assembly. They did not look at what needs to be put in place in order for county governments to function effectively and efficiently as was contemplated in the new Constitution."
