    "content": "Hon. Temporary Deputy Speaker, county governments are a form of government. This is something we have to accept is going to be part of our governance structures for a long time. It is important we institutionalise the nature, structures and character of county governments. One of the best ways to institutionalise a system of governance is to streamline the public service to ensure that the manner in which it is recruited or hired and the manner in which it is managed is streamlined, institutionalised and procedural.
