    "content": "There is a group for protecting the governors, which has been described in this House. There is one that is called RDF in my county. I do not know what “R” means but it represents somebody’s name. The RDF forces are paid informally. There has been an attempt to formalise their employment by running employment advertisements that favour them. Their names are included in the payroll so that they can continue drawing salaries in case there is change of government."
