Before I leave that, I need to say that if this matter is not resolved and the country has to go for an election, how can the election be funded without an approved budget? So, it is a big complication. Let us even say that the country shuts down, Parliament is not there and we go for an election. The question is: How will that election be funded without a budget? We should remember that governments are expected to ensure continuity of service delivery to citizens and avoid suffering of citizens. That is a cardinal rule in the Constitution."
