    "content": "Section 39(A) is basically creating what in other countries is called “revisionary budgets”. Revisionary budgets define the cost of not approving budgets by spelling out what happens should the legislature’s authorisation be delayed beyond the commencement of the financial year. So, the provision of that element we are trying to bring is to save that unlikely scenario which the framers of the Constitution did not anticipate."
