    "content": "I am happy that the Deputy Leader of the Minority Party is here. On my table I have a serious allegation of misappropriation of funds from Siaya County. I do not know how it ended up on my table. There are serious allegations of misappropriation. I am sure they must have been sending it to all Government agencies. I found it this afternoon on my table and I went through it. You cannot imagine what goes on in that county. I thought I come from the worst county in the country. I have realised I am among the worst because Hon. Abdikadir will agree with me that as we sit here, we have no budget. Our governor has been out of “circulation” for six months. In fact, very soon, we will go to a police station to ask where our governor is. We only see letters from him sacking his County Executive Committee (CEC) members. Last night he sacked his CEC for Finance. After I saw what is happening in Siaya County, I realised we are many in this problem. This law will help us.
