    "content": "I want to bring your attention to Clause 16 of this Bill, which amends section 60 of the principal Act. I am surprised by this. How can we introduce this new clause? It says that the Attorney-General can give instructions for money to be withdrawn from the Consolidated Fund. That will be adequate instruction to the Controller of Budget to approve that payment or that guarantee. It will not be wise to do so without consulting the Cabinet Secretary (CS) for the National Treasury. It is another important amendment which we must bring to this particular Bill."
