    "content": "I know many Kenyans are not aware of the rigorous exercise that the NGCDF process entails. To come up with a budget for NGCDF, there must be public participation. It is the public who says what they want in the budget. Once it is done, it is approved by a national body and one cannot, on their own, decide that from today, they do not want to do a fish market, but a school instead. There must be standards. Hon. Jakoyo has said that he is going to bring an amendment in that regard. When that amendment comes, I will support it fully. With those few remarks, I wish to support the Bill with amendments."
