I am looking at the Memorandum of Objects and Reasons and it, inter alia, provides that the Bill formulates the proposal announced in the Budget of 2015/2016 relating to the liability to and collection of taxes and for connected purposes. Hon. Members may want to just debate the Bill, but you must look at the Objects and Reasons as to why it is there. The Leader of the Majority Party could respond."
