    "content": "The Betting Control and Licensing Board has stated in the media, and I have just seen it, that it wants the Government to do away with withholding tax of 20 per cent. That is what they want to do away with and introduce a gambling levy which targets the gross revenue of an operator. The withholding tax was introduced in the Income Tax last year through an amendment to the Finance Act of 2013. Under this law, every cent an individual wins in lottery, gambling or raffle is taxable at the rate of 20 per cent, but this does not happen. People are just paying money and are losing yet the National Treasury does not get that tax. So, everything is done informally."
