"content": "Hon. Speaker, I beg to move that the Kenya Defence Forces (Amendment) Bill, 2015 be now read a Second Time. First and foremost, I take this opportunity to pay tribute to the men and women in uniform for their tireless work in defending the external territorial integrity of our country. The Kenya Defence Forces (Amendment) Bill 2015 deals with the Kenya Defence Forces (KDF) Act. Clause 2 of the Bill deals with definitions. Some of the definitions of “torture” from Section 270(4) in the principal Act are inserted into Clause 2 of the Bill. It is a reorganisation. The same applies to Clause 3. It deletes Section 8(3)(4) of the KDF Act. This section is being enacted under a new section 31(2)(3) of the Act under Clause 13 of the Bill . This is basically rearrangement of the sections in order to place them within the appropriate section of the Act which deals with internal security operations by KDF."
