    "content": "Clause 4 of the Bill is intended to realign the strategic management of KDF. The current provisions under Section 10(d) of the principal Act provide that the Cabinet Secretary (CS) responsible for defence shall perform such functions as necessary for the control and administration of the KDF. Control is an aspect of command which the President exercises by virtue of his status as the Commander-in-Chief. The constitutional function cannot be delegated by the President. So, the CS cannot purport to take the function of the President as the Commander-in-Chief. So, Clause 4 is intended to realign the strategic management of the KDF."
