    "content": "Allow me to also raise an issue regarding Clause 39, which proposes to repeal Section 290 of the Act to avoid publication of Defence Council matters which would be prejudicial to national security. I understand that security matters are sensitive. Again, I draw the attention of the Chair to Article 35 of the Constitution which allows for freedom of information. I am not so sure whether this clause is constitutional because it may be offending provisions of Article 35 of the Constitution."
