"content": "In the last sentence, the Minister has said that the technical evaluation confirms that the Government of Kenya will obtain value for its money. If that is the case, I would like to refer to a letter from the Office of the President addressed to Sayamar Limited where the Government has questioned value for money. The letter says:- âIt is further noted that nine of the engines already fitted in the Parhard Light Armored Cars failed.â If the Office of the President questions value for money with regard to some of these contracts, how come the Ministry of Defence does not see any evil in this? Or, is the policy of the Ministry to see no evil?"
